BARCELONA CITY COUNCIL PROFILE

With more than 1.6 million inhabitants, Barcelona is the tenth European city in terms of population. Each year more than 30 million people arrive to its International Airport, so public safety is one of the priorities. The City Council wants to be at the forefront of surveillance systems and has cameras installed at many touristic locations and at the main approaches to the city (roads and tunnels).


URBAN TRAFFIC MANAGEMENT, A CHALLENGE FOR BIG CITIES

The Traffic Control Center of the City Council faces every day the challenge of managing the urban traffic of one of the cities with higher urban density and that is the preferred touristic or professional destination of thousands of visitors.

Not only everyday mobility but also mobility during special events like the Mobile World Congress, Construmat or the Merce Festival must be granted. The City Council needs permanent visual access - 24 hours a day, 7 days a week - to video cameras strategically located.

There are some other institutions in the city with the same kind of needs and requirements, like the Urban Police (Guardia Urbana), an institution founded in the sixteenth century.

LANACCESS video codecs, perfectly integrated in the traffic management application of the Control Center, are responsible for the video transport and distribution to the monitors installed in the council Control Centers and the Urban Police Control Center.

SUCCESS FACTORS

There are two critical factors in video quality for traffic applications, that affect to operators confort and ergonomics: the image frame rate and the vehicle motion smoothness. The image quality perception improves with higher frame rates and when the images are displayed on the screen at constant time intervals.

Irregularities in video stream generation or transmission can produce small jumps between frames that are clearly perceived in traffic management systems because the vehicles move relatively quick. LANACCESS codecs have a strict event management system at 25 (PAL) or 30 (NTSC) frames per second that offers a smooth, jumps-free visualization and a friendly management in traffic and transport environments.
